What Does Long-Term Care Mean?

Long-term care (LTC) is defined differently across countries but is broadly understood as a range of health and social support services delivered in both community and residential settings, including nursing homes in some contexts. These services support older people with varying levels of independence and care needs. LTC is a key action area of the United Nations Decade of Healthy Ageing and a critical component in supporting dignity, functional ability, and quality of life in later life.
As populations age, LTC systems increasingly sit at the intersection of health, social care, workforce, financing, housing, and human rights. Families, communities, and care systems are under growing pressure to support older persons with more complex needs. Many existing models, often fragmented, under-resourced, and institutionally focused, are already strained and require transformation to ensure person-centred care, quality, and equitable access.
At the same time, evidence shows that most people prefer to age in place, remaining in their homes and communities while maintaining autonomy, social participation, and meaningful connections. Strengthening home and community-based care as part of an ecosystem of long-term care is critical for creating societies that are ready for population ageing. Responding to these challenges requires integrated approaches and innovative models that prioritise quality, safety, accountability, and person-centred care.

How Does the IFA Advance Long-Term Care?

Through collaboration with policymakers, practitioners, civil society, older persons’ organisations, the private sector, and multilateral partners, the IFA works to advance stronger and more equitable LTC systems. This includes promoting improved care standards, supporting adult immunisation and infection prevention in care settings, highlighting innovative models and global best practice, and strengthening the case for investment in the care economy as a driver of sustainable growth.
