Lyu Xiaoli

Lyu Xiaoli, Vice President of China National Committee on Aging, Ph.D. in Management, leads aging science and policy research, aging-related social surveys, and international cooperation and exchanges. Previously, she served as Deputy Director of the Office of the National Working Commission on Aging, Deputy Director of the Department of Social Affairs of the Ministry of Civil Affairs, and Deputy Director of the Social Organization Administration of the Ministry of Civil Affairs.

Dr. Lyu Xiaoli has long been engaged in policy research and practical work in social governance and aging. She participated in organizing national strategic research on addressing population aging, promoting initiatives regarding social participation, volunteer services and protection of their rights and interests for seniors. She contributed to the revision of the Law of the People’s Republic of China on Protection of the Rights and Interests of the Elderly, and led the development of aging policies concerning cultural activities, preferential treatment and grassroots associations for seniors. She also researched, drafted and facilitated the introduction of national-level policies for fostering and developing social organizations for communities and evaluating professional competency for social workers, as well as multiple regulations and systems in the field of social organization.
